The Registration Cum Membership Certificate or RCMC registration is an official authorisation for the importation or exportation of restricted products as stipulated by the Foreign Trade Policy. Typically, entities such as the Export Promotion Councils, Commodity Boards and Export Development Authorities, established by the Director General of Foreign Trade for each specific restricted product, issue this certificate.
In addition to its role as an authorisation, the RCMC also serves as real evidence of an exporter's membership or registration with a particular EPC, commodity board or export development authority. The significance of the RCMC lies in its indispensability for availing the concessions outlined in the FTP concerning the import and export of restricted goods.
The Registration-Cum-Membership Certificate serves as validation for an exporter engaged in the trade of products registered with an agency or organisation authorised by the Indian Government. This certificate signifies the exporter's registration with the authorised agency or organisation.
The different types of RCMC under FIEO include the following:
Ordinary Membership represents the fundamental level of membership. It is suitable for organisations that are newly venturing into the export and import business. This membership provides a foundational status for businesses at the early stages of their international trade activities.
Associate Membership is designed for entities with a substantial history in the export and import sector. The associated membership fees are determined by a combination of the base fee and a nominal rate of GST. This level of membership caters to businesses that have accumulated experience over a period of time in the field of international trade.
The eligibility for RCMC registration online includes the following criteria:
Before initiating the RCMC registration process, exporters or merchandisers must ensure that their business involves both imports and exports. This condition is fundamental for establishing a manufacturing company in India. Additionally, the exporter must provide evidence of applying for an Import Export Code from the authorised authority, which is regulated by the Director General of Foreign Trade.
In the Business Main Line Declaration, exporters or merchants are required to specify their primary business line. For example, if their primary focus is on dealing with coffee and tea products, consultation with the Tea and Coffee Promotion Board is necessary. If there is no export promotion board or regulatory agency for the commodities handled by the exporter, this should be explicitly mentioned.
Applicants must secure the required board permission or clearance from the Federation of Indian Export Organisations. If no specialised board exists for a particular product, the applicant must seek approval from FIEO. Additionally, FIEO authorisation is a prerequisite for RCMC registration, which must be compulsorily obtained..
