The full form of CLRA Licence is Contract Labour Regulation and Abolition. This law is applicable across the nation including the state of Jammu and Kashmir. The basic motive behind making this licence is to ensure safety and upliftment of the employees that are appointed on a contractual basis. Any start-up or a company can opt for this licence. This licence is not applicable for the regular fulltime employees. This means that this licence is only meant for the contractual employees that are appointed on a contract basis for a fixed time interval. The CLRA licence is given as per the Contract Labour Regulation and Abolition Act under 1970.

No. The validity of this licence is only for the one year time period. This means that you have to apply for the renewal of this licence after the expiry of one year time period. The one year time period will be counted from the date of issuance of this licence.
Any company that is dealing seasonal works or is involved in intermittent nature of business is not eligible for obtaining this licence. On the other hand, If a company has perpetual existence, and also has contractual employees more than 20, then it is mandatory for them to apply for this licence.
The company need not have this licence at the first day of its working. However, after the commencement of the business, the company shall apply for the CLRA licence as soon as it has more than 20 contractual employees.
